CSA System Under Fire, Unfair and Inaccurate?

Researchers from the National Academies of Science (NAS) have issued a mandated report  calling for an overhaul of the Compliance, Safety, Accountability (CSA) system. The NAS have offered 3 points of recommendations:

  1. Reconfigure the statistical model that targets carriers for an intervntion, implementing a new system that better reflects at-risk carriers.
  2.  Implementing a scoring system that is much easier to understand, and be replicated.
  3.  Get away from using relative metrics to determine which carriers to target.

The NAS reports that the reasoning behind the data is sound, however the method of execution and targeting is heavily flawed. They believe the CSA is a flawed system that relies on inadequate data to make conclusions.
